Meruyert Bizhanova

Biography

Meruyert is a DPhil student at Oxford University specializing in International and Comparative Higher Education Development, proudly representing Kazakhstan and Central Asia on the global academic stage. She holds a bachelor’s degree from Nazarbayev University and a Master’s from the University of Pennsylvania (UPenn), graduating both with first-class honours.

Prior to Oxford, Meruyert worked as a Research Assistant at the Penn GSE Hub for Equity, Anti-Oppression, Research, and Development and at Penn Carey Law School, where she advanced equity and institutional excellence. She also served as Deputy in Kazakhstan’s Capital Youth Maslihat and played active roles on university committees and councils.

Her research centres on the globalization of higher education, post-Soviet legacies, and the cultivation of sustainable research cultures. Meruyert welcomes conversations and collaborations on higher education, international education, and policy, and is eager to engage with diverse perspectives.
